« Une planification rigoureuse de chaque scrutin doit être de mise pour mieux réussir les différentes phases du processus électoral », indique la CENA dont le rapport a été préalablement adressé au président de la République, Macky Sall, avant publication, en conformité avec les dispositions de la loi électorale.
Dans ses recommandations, l’organe de supervision du processus électoral plaide pour l’organisation des scrutins « dans des délais suffisants afin de minimiser les contestations et de garantir les droits des électeurs ».
Le document recommande également que soit comblé « le vide juridique concernant le référendum et son organisation par des dispositions textuelles ».
Dans cette perspective, les pouvoirs publics sont invités à veiller « à ce que, dans une année où se tient un référendum, consultation n’ayant pas de périodicité fixe, soit organisée une révision exceptionnelle des listes électorales pour permettre à tout citoyen remplissant les conditions de s’inscrire sans entrave ».
De même, souligne la CENA, « suffisamment de temps » doit être « réservé à la préparation et à la gestion du référendum de manière à permettre aux organes et services exerçant leurs compétences à l’étranger (CENA, ministères des Affaires étrangères et de l’Intérieur) de remplir leurs missions en toute sérénité ».aps.sn
