La Chine et les Etats-Unis brillent cependant par leur absence à cette rencontre essentielle pour donner un coup de fouet à un organisme international de plus en plus paralysé.
Les experts connaissent déjà la date de la mort clinique de l’Organisation mondiale du commerce si rien ne change. Ce sera pour janvier 2019. C’est en effet à cette date que se termine le mandat d’un des derniers juges actuellement nommé sur le comité qui gère les différends entre pays. Or, le président américain Donald Trump bloque la nomination de ces magistrats engagés pour quatre ans. L’organisation, qui doit régler les confits commerciaux entre les Etats, risque donc la paralysie.
Voici un des points dont vont discuter les partenaires réunis au Canada jeudi et vendredi. À l’ordre du jour figure en bonne place également la façon dont l’OMC pourrait améliorer sa capacité de négociation. Une question qui n’a rien d’hypothétique, alors que les Etats-Unis imposent des frais de douane de 25% sur leurs importations d’acier. Ce pays souhaite de son côté que l’organisme international s’attaque aux mesures de représailles mises en place par la Chine. Bref, les sujets d’importance concernant la réforme de l’OMC ne manquent pas.
