Le 20 mars 2016, les Sénégalais se prononçaient sur le projet de réforme de la Constitution. Un an après le scrutin, les 15 points sur lesquels les Sénégalais ont voté Oui à 63% tardent à être mis en œuvre. Les Sénégalais attendent toujours la publication de la nouvelle charte fondamentale.
Le premier de cette révision constitutionnelle qui intéresse la classe politique n’est pas encore à l’ordre du jour. Il s ‘agit de la modernisation du rôle des partis politiques dans le système démocratique. Le second point, concerne la reconnaissance de nouveaux droits aux citoyens notamment les droits à un environnement sain, sur le patrimoine foncier et leurs ressources naturelles. Statu quo également sur le renforcement de la citoyenneté par la consécration des devoirs du citoyen. Dans le projet de révision, figurait aussi le 7e point qui concerne le renforcement des droits de l’opposition et de son chef. Le renforcement du Conseil constitutionnel est encore à l’état de promesse. Seuls cinq points ont été mis en œuvre sur les 15 que compte le projet.
Présenté comme un acquis pour la consolidation de la démocratie, le référendum du 20 mars apparaît pour beaucoup, un an après, comme un prétexte pour le Secrétaire général de l’Apr de tester son appareil politique en perspectives des joutes électorales.
