Les communes de Warkhokh (Linguère) et Fissel (Thiès), ont lancé un processus d’élaboration et d’adoption de Chartes locales de gouvernance foncière, dans le cadre de la mise en œuvre d’une gestion concertée et transparente, annonce un communiqué reçu à l’APS.
La même source souligne que l Conseil des organisations non gouvernementales d’appui au développement (CONGAD) ‘’a démultiplié cette expérience en appuyant les communes de Warkhokh, Fissel et Gade Escale par un renforcement des capacités des acteurs sur les directives volontaires, sur le foncier et le lancement du processus d’élaboration de charte locale foncière’’.
‘’Une phase expérimentale de la Charte locale, a été mise en place en 2013 dans la commune Fass Ngom, située dans l’arrondissement de Rao (Saint Louis), et dont les populations ont loué son apport considérable dans la gestion des questions liées à la gouvernance foncière dans cette commune’’, précise-t-on.
Un élargissement de ce processus de d’instauration de chartes locales est également prévu dans quatre autres communes des régions de Kaolack, Saint-Louis et Matam, note le communiqué.
Il ajoute que dans la commune de Gade Escale (Diourbel), le CONGAD a appuyé le renforcement des capacités des acteurs locaux (Autorités locales, chefs de village, élus locaux, représentants des OCB, groupements de femmes), sur la gouvernance foncière en zone rurale (Procédures foncières, voies de recours et obligations des acteurs).
La commune d’Ida Mouride (Koungheul), vient aussi de bénéficier du soutien du CONGAD, en vue de l’établissement d’une Commission domaniale élargie.
Le communiqué souligne que cette charte locale de gouvernance foncière vise à ‘’améliorer l’implication des citoyens dans le fonctionnement du conseil (municipal) en articulation avec les instances et dispositifs participatifs existants au niveau zonal et villageois’’.
