Apres le lancement de la 4G en juin 2016 dont la commercialisation n’est pas encore effective, l’ARTP sous la houlette de son directeur général lance un appel à candidature pour accueillir trois nouveaux opérateurs mobiles virtuels (MVNO). Ces derniers vont opérer comme les trois opérateurs classiques qui sont déjà sur place à savoir Orange, Tigo, Expresso. Ces nouveaux opérateurs auront la possibilité de disposer de préfixe et d’octroyer des numéros. Une façon d’élargir l’éventail de choix en ce qui concerne la téléphonie au Sénégal. Mais les MVNO achètent, en accord, avec les opérateurs dénommés MNO (Mobile Network Operator) comme Orange, des forfaits d’utilisation de leur réseau qu’ils vont vendre à des utilisateurs. EN effet cette course aux appels d’offre profite- t-elle réellement aux usagers de ces réseaux ! En tous les cas, on a comme l’impression que l’Artp est plus intéressé par les milliards générés par les licences qu’une utilisation efficientes de ces réseaux au profit des sénégalais. Une véritable impasse !
